Programs are available to help older adults and individuals with disabilities live in their community rather than moving to a facility. The Personal Care Assistance (PCA) Program provides support through personal home assistance services.

PCA services offer non-medical help with health-related needs and daily activities, enabling individuals to live independently at home and in their community. These services are available to people of all ages with special healthcare needs and are covered under various programs, such as Medical Assistance, waiver programs, or prepaid health plans.

How PCA Services Benefit Your Loved Ones

When you choose PCA services to support your lifestyle or that of a loved one, Reliable Home Care Health Inc. offers the following homecare services:

  • Support with daily activities: Including eating, toileting, grooming, dressing, bathing, transferring, mobility, and positioning.
  • Help with essential tasks: Such as meal planning, preparing meals, managing finances, staying connected via phone or other media, and engaging in community activities.
  • Health-related assistance: Providing help with range of motion exercises, seizure management, or ventilator suctioning.
  • Behavioral support: Offering redirection, intervention, observation, and monitoring to ensure safety and well-being.

Who is Eligible for PCA Services?

To qualify for PCA services with Reliable Home Care Health Inc., you must meet the following criteria:

  • Reside in the state of Minnesota.
  • Be eligible for Medical Assistance (e.g., pregnant women and children under 21).
  • Be able to make decisions about your care or have someone who can do so on your behalf.
  • Complete a PCA assessment with a Public Health Nurse (PHN) from your county.
  • Require “constant supervision” or “hands-on assistance” for at least one Activity of Daily Living (ADL) or have Level 1 Behavior needs.

What are the Home Care Options Under the PCA Program?

With the Traditional PCA option, clients receive PCA services through an agency, like Best Care, which handles hiring, training, payment, and scheduling of the personal care assistant.

To offer greater flexibility and address the diverse needs of individuals, Minnesota’s PCA program also provides alternative delivery models, such as:

  • CFSS Choice Option: This option allows individuals to independently hire and train a personal care assistant (PCA) while the agency manages employment and administrative tasks. The agency acts as the employer of record for the PCA in this model, giving clients more control over their care.

  • Shared Care Option: Under the Shared Care Option, one PCA can assist two or three individuals living in the same home or setting, providing more efficient care.

  • Flexible Use Option: This option allows clients to use their approved PCA hours flexibly within a service authorization period to meet changing needs and schedules.
